is there a way to set maximum skewness allowed for mesh generation (i.e. 0.9, 0.94, etc)?

It is not possible to put a maximum skewness limit. But you can increase the solution accuracy by
1. Using Mesh with greater accuracy
2. Invokeing Boundary Layer
These steps may not reduce the maximum skewness but will increase the accuracy of the solution.
