FloWizard uses an aspect ratio of 5 for first layer of cells near the wall and cell growth rate is typically 1.2. For each FloWiard case, FloWizard creates a Gambit journal file (.jou). If you are interested to know how exactly this boundary layers are created, you may review that file.
